The aim of Ulisa: International Studies Journal, published by Ankara Yıldırım Beyazıt University Institute of International Relations and Strategic Studies, is to emphasize quality rather than quantity, to enrich Turkish literature and to encourage interdisciplinary work.

The scope of the Journal of Ulisa: International Studies includes Archaeology, Regional Studies, Business and Economics, Communication, Cultural Studies, Development Studies, Education and Educational Research, Ethnic Studies, Family Studies, Geography, Government and Law, International Relations, Linguistics, Mathematical Methods in Social Sciences, Psychology, Public Administration, Social Issues, Other Topics in Social Sciences, Social Work, Sociology, Urban Studies, Women's Studies, Social Work, Sociology, Urban Studies, Social Work, Sociology and Social Studies, with particular priority given to studies in the fields of academic interest to the discipline of International Relations. Review, analytical, theoretical, research or book reviews are accepted for publication. The target audience of the journal consists of academics, researchers, students and related professional and academic institutions and organisations.

 

1) Articles submitted to Ulisa: Journal of International Studies should be original contributions that would bring about a new perspective to the studied topic, and should not be published previously.

2)  If a submitted article is selected for publication, it’s copyright will be transferred to the Institute of International Relations and Strategic Studies (ULİSA). Published papers can be cited by providing appropriate bibliographical information.

3) The submitted manuscripts can be published only after at least one positive reports by the reviewers and decisions taken by the Editorial Board.

4) The legal and academic responsibilities for published material belong to the author(s) for their publications. Statements of opinion appearing in the articles are solely those of the authors and do not imply endorsement by the Journal.

5) Articles should be between 6500 and 7000 words including the footnotes.

6) The manuscripts should be written with Cambria and 1,5 space in one of the Word programs 12 points for the main text, and 10 points for the footnotes should be used.

7) The articles should include Turkish and English abstracts and keywords. Each abstract should be approximately 100 words. Turkish and English keywords should not exceed 5 words each.

8) A bibliography should be prepared in accordance with the Ulisa Reference Guideline, and sent as a separate word document together with the article.

9) Figures and Tables should be numbered, and their explanations should be prepared below. Example: “Figure 1. Ethnic Groups in Syria (Source: Anadolu Agency”, “Table 1. Annual Change in Electricity Consumption of Turkey (Source: Energy Market Regulatory Authority”.

10) A 750 words-long English summary should be included at the end of articles written in Turkish.

11) In articles, footnote citation system should be used.

12) The articles should include a cover page prepared in accordance with the Ulisa Cover Page which can be downloaded here.

1. Ethical Rules for Authors

All authors applying to ULISA: Journal of International Studies are expected to voluntarily comply with international standards (ethical principles set by the Committee on Publication Ethics (COPE). https://publicationethics.org/).
● It is the responsibility of the author to ensure that the submitted article is of a quality that will contribute to academic fields.

● The studies must be original and based on research.
● The article should not be submitted to different journals at the same time and should not have been previously submitted to another journal.

● It should be ensured that the other authors whose names will be written in the article contribute to the research. It is contrary to the ethics of science to show people who have no academic contribution as additional authors or to rank authors with unscientific criteria such as title, age and gender without considering the order of contribution.

● It is assumed that the authors submitting articles to the journal have read and accepted the journal's publication and writing principles, and the authors are deemed to have undertaken what is expected of them in these principles.

● Citations and references must be complete.

● Authors should take into account the Directive on Scientific Research and Publication Ethics, which is also stated by the Council of Higher Education.


2. Code of Ethics for Referees

After accepting the invitation to referee, referees are required to comply with the international standards of refereeing. Reviewers of ULISA: Journal of International Studies are expected to voluntarily comply with international standards (ethical principles set by the Committee on Publication Ethics (COPE) https://publicationethics.org/).
● Referees should be aware that they are the main determinant of the academic quality of the article to be published in the journal and should evaluate with the responsibility of improving academic quality.

● Reviewers should only accept to review manuscripts for which they have the necessary expertise to make an appropriate assessment, can observe blind reviewer confidentiality, and can keep the details of the manuscript confidential in every way.

● Even after the manuscript review process, no information about the reviewed manuscript should be shared with others in any way.

● Reviewers should only evaluate the accuracy of the content of the articles and their compliance with academic criteria. The fact that the opinions put forward in the article differ from the referee's opinions should not affect the evaluation.

● Referee reports should be objective and measured. Insulting, condescending and accusatory statements should be avoided.

● Referees should avoid superficial and vague statements in their evaluation reports. In evaluations with unfavourable results, the deficient and defective issues on which the result is based should be shown concretely.

● Referees should evaluate the manuscripts within the time allocated to them. If they will not evaluate the manuscripts, they should notify the journal within a reasonable time.


3. Code of Ethics for Editors

Editors and members of the Editorial Board are required to comply with the international standards of the Editorial Board. The editor and members of the editorial board of ULISA: Journal of International Studies are expected to voluntarily comply with international standards (ethical principles set by the Committee on Publication Ethics (COPE). https://publicationethics.org/).
● Editors should accept manuscripts that will contribute to the relevant fields specified in the journal policy.

● Editors should not have any conflict of interest/relationship with accepted or rejected manuscripts.

● Editors have full responsibility and authority to accept or reject an article.

● It is the responsibility of the editors to keep the names of referees and authors mutually confidential.

● The editors should make the necessary efforts to screen the articles submitted for publication for plagiarism and thus prevent academic dishonour.

● It is the duty of the editors to complete the preliminary review, refereeing, editing and publishing processes of the articles submitted to the journal in a timely and healthy manner.

● Editors should prioritise academic concerns and criteria when accepting articles to the journal.


4. Code of Ethics for Readers

When a reader notices a significant error or inaccuracy in an article published in ULISA: Journal of International Studies or has any complaint about the editorial content (plagiarism, duplicate articles, etc.), he/she can send an e-mail to ulisa@aybu.edu.tr. We welcome complaints as they will provide an opportunity for improvement, and we aim to respond quickly and constructively.


Publication Policy

ULISA: Journal of International Studies is an international and refereed journal that publishes research in the field of social sciences, especially in the field of international relations, and publishes 2 issues a year, in June and December, except for special issues. ULISA: Journal of International Studies is published in Turkish and English. Those who wish to submit articles to ULISA: Journal of International Studies for publication should subscribe to the Article Tracking System at https://dergipark.org.tr/tr/pub/ulisa and submit their manuscripts there. ULISA: Journal of International Studies is an electronic journal. Therefore, all processes from the submission of the application to the publication of the manuscript are carried out electronically within the DergiPark system. Adding any manuscript to the electronic system of ULISA: Journal of International Studies is considered as an application for publication and the evaluation process of the manuscript begins. No royalties are paid for manuscripts. Articles are not accepted via e-mail. Originality and contribution to the field are sought in the studies submitted to the journal.

ULISA: Journal of International Studies has a strict publication approach against plagiarism and predatory journalism. Therefore, authors who wish to submit their work to the journal are required to have their work contribute to academic fields, be original and based on research, comply with the publication rules, have Turnitin or İThenticate plagiarism report (similarity rate should not exceed 10%), have not been published elsewhere or sent for publication; presentations made in symposiums and congresses should not have been published before. At the same time, authors are required to pay attention to the level of contribution of the authors to the research in multi-authored studies, and to declare that they have read and accepted the publication and writing principles of the journal. On the other hand, ULISA: Journal of International Studies attaches importance to the fact that the referees, who are among the most important stakeholders of the academic publication process, act with the awareness that they are the main determinants of the academic quality of the studies and act in accordance with their responsibility to increase academic quality. For this purpose, ULISA: Journal of International Studies prioritises the submission of manuscripts to be evaluated to referees appropriate to their areas of expertise and academic experience; referees only pay attention to the accuracy of the content of the articles and their compliance with academic criteria, the objectivity and moderation of their reports, and the completion of their evaluations within the time given to them. The editor, deputy editors and other responsible persons of the journal are expected to ensure that the academic publication process is carried out in a healthy way by accepting and pre-evaluating the studies that will contribute to the fields addressed by the journal and rejecting the studies that do not meet the specified criteria. In addition, it is their primary responsibility to protect the mutual confidentiality between researchers and referees, to make efforts to prevent possible plagiarism in the studies and to prioritise academic and ethical principles in all kinds of processes of the journal. Any legal, juridical, economic and ethical responsibility that may arise from the articles submitted to ULISA: Journal of International Studies belongs to the authors, even if the article in question is published. The journal does not accept any liability.

Ali Polat is currently a professor at Ankara Yıldırım Beyazıt University. He graduated from Istanbul University, College of Political Sciences in 1997. Dr. Polat completed his MA in 1999 and Ph.D. in 2007, both from Marmara University, Institute of Banking and Insurance, Istanbul, Turkey. During his education, he worked for Faisal Finance, Family Finance and Turkiye Finance, all of which are participation banks licenced in Turkey. In 2009, Prof. Polat began teaching at King Saud University, College of Business Administration, Finance Department and continued until 2014. He held several public positions from 2014 to 2018. He also taught at the University of Hail, CBA, Economics and Finance Department during the 2019-2020 academic year. Prof. Polat research interests include International Trade and Finance, Islamic Banking, Banking Operations and Islamic Economics.

Assoc. Prof. Dr. Emrah AYHAN graduated from the Department of Political Science and Public Administration (Program taught in English) at Middle East Technical University in 2010, Ankara, Türkiye. He then completed his master’s degree in 2013 at the Berlin School of Economics and Law in Germany, in the program “Political Economy of European Integration” (Program taught in English). In 2016, he began his doctoral studies at Ankara Yıldırım Beyazıt University, Department of Political Science and Public Administration (Program taught in English), where he also worked as a Research Assistant. He completed his PhD in 2019, after only three years, with his dissertation entitled “Factors Explaining the Size and Organizational Performance of Civil Society Organizations (CSOs)”.
His research priorities include digital public administration (e-government, artificial intelligence, smart cities, big data), governance (civil society and political participation), comparative studies (political systems and governments), organizational theories, migration (refugee and migrant rights), and strategic management (organizational capacity, performance, and human resources). He has published numerous articles, book chapters, and research projects, and has presented papers at international conferences. Currently, he has been serving as an Associate Professor in the Department of Political Science and Public Administration at Anadolu University, Faculty of Economics and Administrative Sciences, Eskişehir, Türkiye, since 2021. He teaches undergraduate as well as master’s (thesis and non-thesis), and PhD courses both in Turkish and English, not only at Anadolu University but also at international universities such as Sung Kyun Kwan University (Seoul, South Korea).
His academic work focuses on digital public administration, governance, comparative politics, organizational theory, migration, and strategic management. Within this scope, he has authored numerous national and international publications, carried out projects, and presented papers at scientific conferences. In 2025, his article, published in Engineering Applications of Artificial Intelligence (SCIE-Q1), made significant contributions to the sustainability and governance strategies of civil society organizations. Furthermore, his 2024 study, published in Facta Universitatis (SCIE-Q1), examined the selection of data conversion techniques in ranking small electric vans through the Probid method based on sensitivity-performance matching, offering interdisciplinary contributions to both public administration and engineering literature.
He has served as a consultant and evaluator in TÜBİTAK and ministry projects, and has also taken part in projects supported by the EU and UNDP. Due to his academic productivity, he has been consistently granted academic incentive awards every year since 2016.
Fluent in English and at a beginner level in German, Ayhan has studied, conducted research, and attended conferences in various countries. These multicultural experiences have provided him with a global perspective in his research.
Assoc. Prof. Dr. Emrah Ayhan continues to contribute significantly to the fields of public administration, civil society, and digital transformation both in Türkiye and internationally, through his academic research and applied projects.

Omair Anas teaches International Relations at Ankara Yildirim Beyazit University. He did his PhD on Transnational Arab Media Culture and the Arab Diaspora in Germany from Jawaharlal Nehru University in New Delhi, India. From 2012 to 2013, he was a Visiting Fellow at the Freie University, Berlin, conducting extensive fieldwork on Arab communities in Berlin and other cities. He has contributed to many edited volumes and journals on the transnational Arab diaspora. Prior to joining Ankara Yildirim Beyazit University in 2018, he was a Research Fellow at the Indian Council of World Affairs in New Delhi from 2015-2018. His publications include edited volumes Turkey’s Asia Relations (Palgrave 2022) and India-Turkiye Relations: Historical and Contemporary Perspectives (APAM Ankara 2023). He teaches Non-Western International Relations, Middle Eastern IR, Religion and Politics, Globalisation and IR, and International Security. And Asian Politics. He is fluent in Arabic, Turkish, and Hindi. He has widely published his opinions on the Middle East Eye, Indian Express, First Post, Daily Sabah, Financial Express, The Diplomat, The Wire, and Qantara.
